Lower Levels

A Lower Levels customer

The Lower Levels are your neighbourhood and your most frequent customers. Workers, parents, clinic doctors, inventors and scavengers all come through the door. They can’t pay much, but they remember how you treat them.

  • Medicine, food and supplies. A Lower Levels doctor brings a budget for the clinic’s medical supplies. A Lower Levels inventor wants Materials, Energy Cells, Tools and Modules.

The Lower Levels are the slowest faction to please and the easiest to lose. Their trade counts at ×0.66, the lowest rate of any faction, and they are most of your traffic: 85 of the 125 customer types the game can build are Lower Levels, 52 of them scavengers.

Six of the eight faces on the wanted list are Lower Levels, so most bounties you collect are paid out of your neighbourhood standing. An Alarm Transmitter Module broadcast cannot reach the Lower Levels at all.

Perks switch on as your standing reaches each value: good ones at or above a positive number, penalties at or below a negative one.

−80ShunnedAll suppliers will refuse to take your calls. Dr. Jackson will no longer visit your Store, except under special circumstances.No one want to associate with you anymore. Fearing for their own reputation.
−100Mob JusticeA mob from the Lower Levels will attack your Store and lynch you.The people of the Lower Levels have had enough, they'll take matters into their own hands.

Mob Justice at −100 ends the run: an angry mob storms your store, takes everything you own and throws you out of the airlock.

District news moves prices. Events from the game’s list include:

  • Gang war and riots: shootouts and looting raise demand for medical supplies, food and weapons.
  • Worker strike: food and water supplies are disrupted.
  • Food drive from Command and medical aid from Upper Levels charities ease tensions.
  • Martial law and Security patrols suppress Revolution and Black Market activity.
